Colin Parent is Executive Director and General Counsel at Circulate San Diego and a member of the La Mesa City Council. Circulate San Diego is a regional non-profit transportation and housing advocacy group focused on creating great mobility choices, more walkable and bikeable neighborhoods, and land uses that promote sustainable growth.
Parent grew up in East County and graduated from the University of California San Diego and NYU Law School. He then practiced law for three years as a commercial litigator at the San Diego office of the international law firm of DLA Piper. Colin was appointed by Governor Jerry Brown as the Director of External Affairs for the Department of Housing and Community Development. In 2013-14 he served as the San Diego Housing Commission’s policy director.
He co-founded the San Diego Leadership Alliance, an organization that trains young San Diegans to be equipped for civic leadership and was a board member of the League of Conservation Voters San Diego, chairing the coalition to grade the environmental records of elected officials in the city of San Diego.

Join By Computer
- Close any program on your computer that uses your camera, for instance Skype
- Have a headset available if possible to minimize feedback – your cellphone earbuds will work well
- Click this Zoom link and Zoom should automatically and quickly download to your computer
- Open the program that was downloaded. If it does not open automatically, open the Downloads folder on your computer, click Zoom_launcher.exe. Zoom should direct you to this with a large orange flag
- If prompted, enter the Meeting ID and Passcode from above
- Once Zoom has launched, a screen should pop up asking for your name. This will identify you during the meeting
- You should now be part of the meeting. Click the green button that says “Join Audio By Computer” (you will automatically be muted at the beginning of the meeting)
- At 9:30 you will be admitted into the meeting

- If you choose to use your tablet or smartphone, be sure to download the Zoom app ahead of time from the app store on your device
- Once you have downloaded the Zoom app, follow the “Join by computer” instructions above.
